A secondary condition is one that develops as a result of an existing service-connected condition.

For VA purposes, the relationship must be clearly explained and supported by medical evidence.

 

Why These Claims Fail

Secondary claims are frequently denied because the connection is assumed but not explained.

Common issues include:

  • No medical explanation linking the conditions

  • No discussion of aggravation

  • Lack of supporting rationale

  • No direct reference to the veteran’s records

  • Weak or missing probability language

The VA does not infer connections. It requires them to be clearly established.

 

What the VA Looks For

To support a secondary claim, the medical evidence must include:

  • Identification of the primary service-connected condition

  • Explanation of how the secondary condition developed

  • Evaluation of causation or aggravation

  • Use of “at least as likely as not (≥50%)” language

  • A structured medical rationale tied to the records

This level of analysis is often missing.

 

What a Strong Secondary Opinion Includes

A defensible medical opinion will:

  • Analyze the relationship between conditions

  • Apply medical principles to the veteran’s history

  • Address progression or worsening over time

  • Provide clear reasoning for the connection

Without this, the claim may not meet VA standards.
